Model AI Governance Framework

Published Singaporean guidance on handling AI responsibly, whose nine named dimensions give a business a ready list of things to have a position on.

Guidance from Singapore setting out nine areas anybody deploying these tools should have thought about. Its usefulness to a business abroad is not the authority behind it: it is that somebody has already written down the list of questions.

Why it matters

Because a list of nine named areas is exactly what an organisation lacks when it decides to be careful about AI, and two of them are areas almost nobody has considered. Borrowing the headings costs nothing and immediately shows which parts of the question have no owner.

How it works

Nine dimensions carry it: accountability, data, trusted development and deployment, incident reporting, testing and assurance, security, content provenance, safety and alignment research, and AI for public good. They are proposed to be looked at together rather than picked from.

Incident reporting is the one businesses have never considered. Most organisations can say who to tell when a system leaks data and have no answer at all for what happens when one confidently produces something wrong that reaches a customer.

Content provenance is the second blind spot, and it has become a live commercial question rather than a philosophical one. Whether material produced by a tool can be identified as such affects publishing, marketing and anything a customer might reasonably want labelled.

It addresses policymakers as well as industry, which changes how to read it. Its own framing asks policymakers, industry, researchers and the public to collectively do their part, so a business will find sections plainly not aimed at them, and recognising those saves the time otherwise spent on them.

Its authors say it will evolve as technology and policy discussions develop. Treating it as a fixed standard misreads what it claims to be, and the useful posture is to take the dimension list as durable while expecting the detail underneath to move.

Looking at the dimensions in totality is part of what it asks, and that is the instruction most likely to be ignored. Picking the three that map onto departments you already have produces a document that describes your existing structure rather than one that finds what is missing from it.

There are editions covering generative and agentic systems. The second matters as soon as software starts taking actions rather than producing text, because the questions about accountability and incident reporting change shape when nobody pressed a button.
