Atlassian Rovo is the AI layer over Jira, Confluence and Jira Service Management: search, chat and agents that read the work your organisation has already recorded rather than the open web. It answers from tickets, pages, decisions and comments, and shows the sources behind what it says.
Rovo is not bought separately. Atlassian includes it with any paid Standard, Premium or Enterprise Cloud plan of Jira, Confluence or Jira Service Management, and switches it on automatically for eligible sites. Usage is metered in Rovo credits, spent when a request calls a language model rather than on ordinary search.
The pitch is the Teamwork Graph: because the same vendor owns the tracker and the wiki, Rovo starts with the relationships between them already mapped. That makes it strong on questions about your own delivery history and weak as a general assistant, which is the trade a team on Atlassian is usually happy to make.

Less suited to
It is only as good as what your organisation writes down. On a site with thin Confluence pages and terse tickets, Rovo answers thinly, and no amount of model quality fixes an empty knowledge base.
Rovo also assumes you are on paid Atlassian Cloud. Free-plan sites and Data Center deployments do not get the full capability, and a team that keeps its real documentation elsewhere will find a general assistant more useful than one wired to a tracker it barely uses.

Not sold on its own. Rovo arrives with any paid Standard, Premium or Enterprise Cloud plan of Jira, Confluence or Jira Service Management, and is switched on automatically for eligible sites; the separate developer product is priced per developer. Usage is metered in Rovo credits pooled across the organisation, with a per-user monthly allowance that follows the edition: 25 credits on Standard, 70 on Premium and 150 on Enterprise for each of Jira, Confluence and Jira Service Management, and ten times those figures on a Teamwork Collection. Credits reset monthly and do not roll over, so heavy agent use is the variable rather than headcount. Atlassian states it is not currently billing for usage above the allowance and will give at least 90 days' notice before it does.
Rovo answers from your own Jira, Confluence and service-desk content, which makes the interesting question governance rather than training: who can already see a page decides who can get it back as an answer. Before rolling it out, check that your site's permissions genuinely reflect what should be discoverable, because an AI search layer surfaces the over-shared page a human would never have found.

Operations runs on the question nobody can answer quickly: who owns this, what happened last time, and where is the runbook. Rovo searches across Jira Service Management, Jira and Confluence at once, so a service request, the change that caused it and the page describing the fix come back together. Agents take the repetitive layer, triaging incoming requests, summarising an incident from its ticket trail, or drafting the first response from a matching past case. The citation matters more here than the prose: an operations answer that cannot be traced to a page is not usable.

Limits

Rovo answers those from the record itself, reading Jira issues and Confluence pages together and citing the page or ticket it drew from. Because Atlassian owns both the tracker and the wiki, the links between them are already mapped rather than inferred.

Limits

Rovo sits beside the code rather than in it. For a developer the value is context: why this ticket exists, what the last three attempts at it were, which Confluence page holds the design, and who to ask. That is the reading load around a change rather than the change itself, and it is exactly what a tracker-grounded assistant can answer with citations. Atlassian sells a separate developer SKU, Rovo Dev, for the in-editor and command-line work; base Rovo covers the surrounding knowledge rather than writing the diff.

It searches your organisation and not the web, which is the point: the answers are private, current and specific to how your teams actually work.
